Direct answer
Choose a cosmetic sample sachet for a defined single-use dose and a refill pouch for a repeat transfer task only after checking the actual formula and filling route. The two formats have different opening, dispensing, reclosure and qualification questions. They should not share a material approval simply because the artwork or product name matches.
Separate a trial dose from a refill purchase
A sachet asks the customer to open one dose and empty it once. A refill asks the customer to carry, open, transfer, perhaps recap and store a larger quantity. Record the formula, viscosity, particles, fill volume, intended use and receiving container before selecting a pouch geometry. A retail launch may use both formats, but each requires its own specification and quote.
P&M's [beauty and personal-care owner page](/industries/beauty-personal-care-packaging) explicitly separates custom empty spouted refill pouches from flat sachet and sample projects. It does not offer cosmetic formulation, filling equipment, filled products or rigid containers through that page.
Compare buyer tasks before film or fitment
| Decision | Sample sachet | Refill pouch |
|---|---|---|
| Consumer action | Find notch, tear and empty one dose | Grip, transfer into a receiving container and manage any remaining product |
| Filling route | Confirm sachet-forming web, dose and clean seals | Confirm pouch filling access, final seal, optional spout weld and cap |
| Contact review | Formula and laminate at the intended dose and storage | Formula, laminate, fitment and closure across repeated handling |
| Artwork | Fit required copy and code around the small seal area | Place copy, code and instructions around spout, gusset and grip area |
| Approval | Filled tear and emptying trial | Filled leak, pour and repeated-use trial |
Use the same formula description to expose the differences; the table is a planning framework, not proof of package performance.
Do not transfer a sachet result to a refill pouch
The responsible product team should define formula-contact, storage and stability criteria for each construction. Check seal quality after filling, then test the consumer action: sachet tear and recovery for the sample; grip, flow, cap handling and residue for the refill. A pretty flat proof does not establish transfer control or compatibility.
For the narrow sachet opening decision, use the [sachet opening validation guide](/knowledge-center/cosmetic-sachet-opening-validation). For refill format and fitment questions, use the [cosmetic spout-pouch page](/industries/beauty-personal-care-packaging). This article covers the choice between purchase missions rather than repeating either technical test protocol.
Ask for two scoped quotations
Send the formula category, relevant product-contact information, viscosity, sample dose, refill volume, filling methods, reference containers, opening or spout concept, artwork count, quantities by SKU and destination. Ask which empty-package samples are available and who will conduct filled-package and formula studies. Quote each format separately; one general production baseline is not a promise that every fitment or rollstock route has the same minimum.
