Start with the received lot and its approved reference

A receiving team needs an answer to a practical question: which bags can the filling team use today? Begin with identity before judging appearance. Match the purchase order, pouch SKU, artwork revision, specification revision and supplier lot references to the cartons actually received. Record carton counts and any partial cartons separately.

Keep different revisions or unidentified stock distinguishable while the review is open. A familiar design is not enough to establish that the correct material, dimensions or accessory configuration arrived. If a carton label and packing list disagree, record both references and ask for reconciliation before treating the quantity as released.

Separate transport observations from pouch acceptance

Photograph the shipment as received, including the labels needed to locate a finding. Record crushed, wet, opened or otherwise abnormal cartons and identify the affected scope. Then inspect the contents as the agreed procedure requires. A damaged outer carton does not by itself determine the condition of every pouch; an undamaged carton does not prove its contents meet the specification.

Agree the sampling and decision rules before checking

A sampling plan must define the lot, how units are selected, what is inspected and the decision rule. NIST explains acceptance sampling as a lot-disposition decision based on a random sample; its purpose is not to estimate the lot’s quality. Do not turn an informal handful of bags into a claim that the whole shipment is defect-free.

Ask the responsible quality team to set the plan for the product, risk and agreed requirements. Record the plan revision alongside the results. Avoid choosing a sample size or allowable defect count after seeing the findings. This guide does not prescribe an AQL, defect classification or universal acceptance number.

Keep appearance, function and application evidence distinct

A visual inspection can document the characteristics it actually examined. It cannot establish an unmeasured barrier value, filled-product shelf life or compatibility with a formula. For example, a cosmetic refill pouch that looks correct still needs the application evidence required by the approved project specification.

Where seal integrity or leakage evidence is required, agree the method and criteria rather than substituting a casual squeeze check. Close the hold with a specific disposition

For an unresolved finding, state the affected lot or carton range, quantity, storage location and restriction. Name the person authorized to release, reject or approve another disposition under the purchase agreement. Keep the original finding visible when later evidence changes the decision.

A useful supplier discrepancy message contains the ordered requirement, the observed result, sample identification, photos or measurements, and the action requested. “The bags are wrong” is difficult to reproduce; a documented revision or dimension mismatch is actionable. Do not silently return held quantities to available stock when a new delivery arrives.
